To discuss the budget and oil files .. Baghdad delegation arrives in the region

A delegation from the federal government arrived Wednesday evening in the city of Erbil, and is scheduled to meet with senior officials in the Kurdistan region to discuss the file of oil and budget and Article 140 and outstanding problems.
The delegation consists of the ministers of finance and oil, the adviser of the Security Council and the representative of the Prime Minister and a number of advisers and other officials in the federal government.
"The meeting today will be the beginning of a series of future meetings, which are scheduled to be held before the end of this year, to resolve the outstanding problems between Baghdad and Erbil on oil issues, the budget and Article 140 and the security issue."
"The meetings will be serious and aim at reaching a four-year long-term agreement and the prime ministers of the two sides will closely supervise the meetings and form a technical committee for a number of problems," the source said. LINK

You forget back in March they were planning to raise their exchange rate of the Dinar against foreign currencies. This was without the mention of Article 140 especially concerning the Financial Management Law.
Read the below statement and keep in mind this was stated to happen during that current legislative term that was extended to August 3rd 2019. That's why parliament are now going on vacation.
That's why the IMF Standby Agreement was discontinued on July 6 2019. Along with the current surplus in the Budget due to oil prices.
You also forget that Iraq paid Kuwait for the Gulf War which was a mandatory requirement for Article 8 eligibility to become International on the Forex. You are not doing proper homework.

International Islamic Bank announces the launch of the Travel Card service

The International Islamic Bank launched a new service under the name of travel cards(Travel Card) in the presence of the Governor of the Central Bank of Iraq Ali Alaq and the Association of Iraqi private banks, at the headquarters of the bank

IMO! It is saying they will have this card to access their accounts and THEIR currency anywhere!!IMO, this is an "addition" to the MC/Visa they will already have, this one links them directly to their accounts!! Talk about INTERNATIONAL and ART 8!!!
