Gene, I'm a fan of yours. I read all your articles while skipping most of the others. But your latest article on zim rates is making me speak up. I too read about those 11m and 35m rates per 100t zim. I think what was being said was that the 11m per 100t rate is for the casual guy off the street who was gifted or won a 50t or a 100t bond in a friendly poker game.
He doesn't know anything about the internet " group ". He'll just walk into a bank and take what they give him. And probably be blissed out for awhile.
The 35m rate per 100t is PROBABLY for any internet people who do not want to do humanitarian work or want to do something small with their 35m or 70m or whatever. Of course I don't know if this is true or not, just guessing. But for you and major humanitarians it looks like there's a third rate. That rate isn't being published because it isn't set. It looks like all people who have a humanitarian plan will need/be able to negotiate what ever rate they need to do their thing.
So, in your case, if you figure you need, say, one quadrillion to get it done and you have perhaps 10 100t notes, you would just negotiate a rate of one US dollar to one zim dollar and there's your quad. If one needs 2 quad, negotiate a rate of two US dollars per zim dollar, and so on.
Naturally, anyone who is negotiating above the two set rates needs to justify the amounts they are asking for. That is what the humanitarian project outline that one takes to the redemption is for. From what I hear, this doesn't look like it will be a problem. It's not the bank's money so they aren't going to do everything possible to hold it back. At least not in my opinion. But, again, I'm just guessing as I try to put the pieces together. Anyway, good luck to you and to anyone else taking the route of the negotiated rate.
