Here's something interesting and may be relevant.

At ferates.com, check out the current VISA exchange rates for foreign currencies against the dollar;

IQD = .84 (84 cents)
VND = .04
IRR = .02
INR = .07

Now, check the rates for Mastercard and you have the old crappy rates and the Rial isn't even listed.

What does it mean? I dunno, but it isn't bad news.
