Given the tone you've taken in your post, it says you're SURE what you've stated is whats required before the GCR happens.
Please provide the documentation to prove your statements. We'd all love to see it because it'd be the FIRST bit of real proof of the existence of the RV/GCR to date.
For sure, with the tone you took in your post, you weren't telling us its just speculation on your part so you must have the documentation to prove what you've said, so as requested above, please provide it by posting it here on IDC for us all to see.
