"It looks to me like it will be after the 4th but don’t understand why the people were brought in to work at the redemption Centers"
I can offer a possibility for this. Safety. With the rumors of the cabal setting up fake redemption centers to malign as many of us as they can dupe, I'm sure the alliance knew of this threat where their push to make many believe in the possibility of this going before the 4th was so strong that for sure, if cabal redemption (thievery) centers existed, the cabal activated them. Basically the alliance smoked them out and they were all quickly taken out of operation permanently. Also, too, if this happened, it would be beneficial for the RV to go quickly to make sure the cabal can't build more and put them into operation before the real 800 numbers come out.
The alliance wants all of us to get the funding we want to do as many humanitarian projects as we can as quickly as we can and they want our safety, so, as much as it frustrates us, you have to keep thinking that they're not trying to kick the can down the road as much as they're trying to guarantee nobody starts shooting at us (figuratively). Would the cabal do that? To expect anything less from this "wonderful" bunch of guys would be naive.
It'll happen when the coast is clear and not before. Yeah, ARGGGHHHHH! BUT remember this in this regard... You can't be a humanitarian if you're dead! ... or broke because the cabal duped you into giving them your currency/zim.
All we can do is keep hoping. Its not a matter of "if" and simply one of "when". That it happens soon though would, for sure, align with what we all want.
