Agreed RValready. That part was already approved. Also remember the CBI halted loans until 1-1-20 in anticipation of a rate increase that would affect the interest rates on their loans. That is a source of revenue they are losing but anticipate the greater revenue when the changes are made.
The UN is still holding the threat of returning to chap 7 of they don’t get it done. They are getting it done.

I think they would easily name Shabibi, but he has dual Swiss citizenship. Maybe they would overlook that, as the Swiss are a pretty neutral country…. I think the CBI is just playing nice. They could release without a budget.
